Narvik, Norway
Narvik is in the far northern part of Norway and was the site of a major WW2 naval battle.  It is absolutely beautiful, cold 75% of the year (but the port is ice free because of the Gulf Stream), and land of the midnight sun (and quite the opposite in the winter).
