 Here's another view of that restaurant from the Riverwalk level.  Notice that there are not any rails at all to keep you from falling into the water.  This is the case along the entire length of the river.  It would be interesting to see the specifics on how many people fall in the shallow water each year.  Or more specifically, how many drunk people fall into the shallow water each year.
