I have no idea what the purpose of this building is for, but it seems to be a rather abstract art gallery- there were a few scultures, and areas where some art objects were displayed.  It was open to walk into and there was no charge, or even anyone around, except for the man standing on the spiral stairs and a cleaning person.  The following photos in this gallery with the orange and yellow paint were in here as well.
