Wailea is a post town- high dollar stores and hotels, and lots of celebrities stay there for its exclusivity. However, beaches are public, and if you can find a parking spot, they are open. This beach is in Wailea, and offers nice snorkeling opportunities and a scenic view of Kahoolawe, a deserted island used for naval shelling in World War 2, and still off limits due to unexploded ordnances.
