While I was photographing the State Capitol from the ground level, a friendly chap came by and co-admired the view, and then told me to go up in this parking garage nearby for a great view.  Eleven floors up (parking garage floors- I'm not sure of the conversion in dog years), lo and behold, this vista!!!  It turns out the chap was the parking garage attendant, and gets this view everyday.  I thanked him considerably, took my shots and went on my way.  Thanks to whoever he was!
