To get to this viewpoint easily from downtown, it's best to park your car on the river side of the ridge, and take one of two incline railways to the top.  From there, you can walk about a mile and there are many overlooks, and eventually, on the west end, a number of restaurants affording nice views of the city.  This view is looking over the Monongahela River.
